Prepare for shipping the UPSTREAM operator helm chart at release time

      Overview:

      Since it's a new chart, we need to make some changes for community users to be able to use it.

      Acceptance Criteria:

      • Figure out how exactly the release procedure needs to change
      • Prepare the necessary tooling and infrastructure changes
      • Drop the community manifest (operator/install), point to the release-4.10 branch for 4.10 instructions
      • Document the release procedure for 4.11
      • Write user documentation (operator/install/README.md) for:
        • Install instructions using operator helm chart
        • Rough upgrade instructions from the 4.10 MVP (operator manifest) based on related upgrade test ticket

      (Migration from manifests/helm to CRs will be covered in related tickets)
