Exercise the upgrade path in gke-operator-e2e-tests

      Overview:

      Once 4.10 ships, change the upgrade test in gke-operator-e2e to:

      • install 4.10 using the operator manifest (generated with a release-4.10 checkout), and
      • upgrade to current version using helm (can be as easy as delete non-CRD resources + install using helm)

      Acceptance Criteria:

      The test passes.
