Every 8 hours an incident is handed over from one geo to another. In this Jira we want to add functionality to help facilitate that by adding:

• Add a /rca slack workflow to initiate the handover 
  • This should prompt the user to add some information to get the new geo up2speed
• Handovers should be logged as events and should have a new event type handover
• Notification of the handover should take place
• Track the engineers involved in the incident handover
• Ownership of the incident should be changed manually by the user
