      As web-rca user I want to be able to create new handover from WebRCA UI same as from slack.

      • Create a new event Handover from UI.
      • With Checkins modal reuse or notification that checkins should be up to date.
      • Same as in slack add pop up alert if user really want send and pin this message. - slack ticket: RHCLOUD-41042
