Ensure cluster actions work on cluster list

      As part of OCMUI-2116, the cluster list was converted to use a new data fetching system.  As part of that work, the cluster actions were temporarily hidden on the cluster list.

       

      To test:
      The new code will be behind the newclusterlist URL flag.  The goal for testing this story is to ensure that the cluster actions for each item in a cluster list (behind the vertical three dot kabab button) contain the same items and functions for the same cluster on the current cluster list.
