The current cluster archives are using Redux to get and cache archive list data.  The goal of this story is to convert all API calls for the archive list to use React Query.

Note there should be no impact on what a users "sees" or is able to do with this change.

To test:
The new code will be behind the newclusterlist URL flag.  The goal for testing this story is to ensure that data, sorting, filtering, pagaintion, and unarchive button on the new archive cluster list is the same as the current archived cluster list.
