      The purpose of this epic is for the tech clean-up on how data needed to build the cluster list is fetched.  This converts from the old Redux method to the new React Query method.  In addition, it removes code duplication that was necessary during earlier phases of the project. This code duplication removal will make other work related to the cluster list easier.

      All functionality currently available on the cluster list will still be available including:

      • Sorting (API-based)
      • Filtering (API-based)
      • Pagination (API-based)
      • Manual refetch of data
      • Automatic refetch of data
      • Link to cluster details
      • Cluster actions
      • Link (button) to create a new cluster
      • Link (button) to register a cluster
      • Link to view cluster archives

      Besides moving to a more supported data fetching method, initial changes will be made to support regionalized clusters viewed in the cluster list without a major restructuring of the code for the cluster list.  For this epic, the cluster list will not fetch clusters from multiple cluster service (aka regionalized) endpoints.
