When the code was split for the multiRegion work the code for the access request items on the cluster list was not copied over. The mutliRegion code was then used as the base for the new cluster list (enabling the new data fetching).
This means that all the access request items on the cluster list are absent or non-functional. This story is to move and modify the access request code so those features work correctly on the new cluster list.
Note that this is one of the last stories to be completed before the "newclusterlist" replaces the current cluster list.
To test:
The new code will be behind the newclusterlist URL flag. The goal for testing this story is to ensure that the access request banner is showing under the same circumstances as the current cluster list.
