The purpose of this task is two-fold:

1. Make the main fetching logic more readable and easier to follow
2. Modify the multi-region cluster fetching logic to work both with regionalized clusters AND with fetching only global clustered

These change will allow the new fetching code to be used to support how the cluster functions today (only global clusters along with API-based pagination, sorting, and filtering).  This will then enable the team to switch over to the new code before regionalized clusters is ready for GA.

FOR TESTING

 - For now, we want to ensure that we did not introduce any new bugs with this code refactoring.  The behavior of multiCluster version of the cluster list should not have changed (minus the cluster actions - that will be addressed in OCMUI-2209)

• There has been an additional URL flag to make testing easier.   Adding ?newclusterlist=true will allow you to view the cluster list using the new fetching method (without multicluster features)
