Implement Stage tests according to the test plan.
The goal is to fill the gap of other levels of testing.
Use IQE (both subscription and notification plugins) to check especially for email template population.
Acceptance Criteria:
- new tests should not use kafka_bridge to wait for messages for the "platform.notifications.ingress" topic since it may cause lags in the Kafka instance in stage
- new tests are running successfully in stage
- all the test in the test plan are implemented
