Notify a customer when their subscription utilization exceeds a threshold.
Why
As a customer, I'd like to be proactive about subscription compliance, so that I can use Red Hat subscriptions with confidence.
Use Cases
Raise an event for the notification service when a customer's utilization for a product exceeds (crosses) the capacity line.
