Implement logic to detect customer usage over usage

      Raise an event for the notification service when a customer's subscription usage exceeds the capacity line by more than 5%.

      This threshold should be defined per product. If not defined, it will use a default value 5%. If the value is less than zero, then we won't be sending any notifications.

      For refinement: confirm the correct default threshold.

      When we detect an over usage, we need to increment a counter.

      Acceptance Criteria

      • Add a new component test to verify that the counter is incremented correctly.
