Create skeleton for swatch-utilization service

      Changes:

      • Quarkus service called "swatch-utilization"
      • Register the service using clowder in app-interface to be deployed in all the services
      • Configure it for local component testing as well (in ngnix, and makefile)
      • Add the regular Quarkus extensions like micrometer, splunk and kafka (no database for now)
      • Add a simple utilization summary consumer that increment a counter
      • No need to add new entities or API for now

      Acceptance Criteria

      • Add a new component test to verify that the utilization summary consumer works fine locally and in an ephemeral environment
      • "bonfire deploy rhsm --source=appsre --ref-env insights-stage --component swatch-utilization --remove-dependencies swatch-utilization --component swatch-kafka-bridge" should work
