Goal:
Users can change the power status of individual hosts if supported. For virtual machines this uses the compute resources while for physical hardware the BMC interface can be used.
For an individual host this can be done by going to the host's detail page -> Overview tab -> Details card. There it shows the current status and a drop down with the available options. That specific list is broken (SAT-38332). The legacy host detail page has it correctly implemented.
This can also be done in bulk via the legacy host overview UI (see screenshot), but the modern host overview doesn't allow this.

- Should we also improve the action descriptions to better cover what they do?
Implementation hints:
- https://community.theforeman.org/t/libvirt-power-off-option-not-always-working-how-to-fix/44721/4 describes some of the missing APIs, but that only focuses on the individual host. Doing the same in bulk probably requires more APIs.
