The Satellite WebUI allows a user to select a host from the "All Hosts" page > Change Power State > Select Reboot > Submit

The action concludes with a success message of:
"The power state of the selected hosts will be set to reboot"

However, the host doesn't actually reboot due to Satellite not having configured a compute resource to control the power state.

This option on the "Select Action" should be unavailable for hosts whose power status is unmanageable, or the message pop-up should show an error saying something to the effect of "this host's power status is not manageable" like the tooltip shows.
