Release scorecard plugin 0.1, add an overlay configuration and test it on RHDH

      Acceptance Criteria

      1. Show the Scorecard tab on the catalog detail tab (and not a standalone page) i guess this was done in RHIDP-8289
      2. Show two cards, one for Open bugs (Jira) and one for Open PRs (GitHub) part of RHIDP-8322 and RHIDP-8323
      3. Release the plugin as 0.1.0
      4. Provide a dynamic-plugins.yaml how to test this plugin on RHDH (local)
      5. Add condition util function to show the scorecard tab, initial condition can be something like is kind component and entity annotation "scorecard/ignore" is !== "true" and !== "*" ?
