Create GitHub open issues card in Scorecard plugin and integrate with Backend

      Story

      As a developer, I want to create a GitHub Scorecard card that uses scorecard backend for the open PRs count in entity overview tab.

      Acceptance Criteria

      1. Card displays open PRs count with respective icon.
      2. Integrate with Scorecard backend.
      3. Support threshold values and status colors via YAML configuration in the catalog-info.yaml or with default values.
      4. Render the card within the Scorecard tab on the Entity Overview page in Backstage (RHDH)
