Story (Required)

As a developer I want to start contributing for Scorecard plugin work. For that we need to bootstrap all the plugins in the rhdh-plugins repo with proper codeowners.

Acceptance Criteria (Required)

• Should create a new workspace for Scorecard in rhdh-plugins repo.
• Should bootstrap frontend, backend and common plugins in the workspace.
• Should add proper codeowners.
