Dynamic Plugins table + Release Notes re: wrapped plugins in 1.8 that will move to ghcr.io in 1.9

      = Bundled community-supported plugins are removed

      Before this update, community-supported plugins were bundled as wrappers in the {product} container image and referenced using local paths.

      With this update, these plugins are removed from the container image and are published exclusively to the GitHub Container Registry (`ghcr.io`). As a result, if you use these plugins, you must update your dynamic plugin configuration (such as `dynamic-plugins.default.yaml`) to reference the new `oci:// paths`.

      To ensure customers are clear about how previously-wrapped-and-built-in-Konflux plugins are now being made available via community-supported GH actions published to ghcr.io, we need to ensure we:

      • create a table showing before/after wrapper path -> ghcr.io/artifact/path/and/tag
      • include a note in the release notes linking to this new content
      • update the dynamic-plugins/rhdh-supported-plugins.sh to correctly generate the .adoc and .csv content from these migrated plugins
      • issue a deprecation notice and/or edit the existing  notice to inform customers that community plugins (including ones downgraded from TP) have moved to ghcr.io, and that ghcr.io will be the only way to install/use these plugins as of 1.9
