[OLM] Link admins from an operators' details to UIs they enable

      Goal

      • Operators provide various functionality to the cluster they are installed on and to the users that interact with them. Operators can provide in-console UIs (likely becoming more common with dynamic plugins) and also out of console UIs (like dashboards and IDEs.) The user should be linked to these UIs from the operator details, where they are navigated to post operator install.
      • A user should be able the easily locate the UIs that an operator provides (in console or external), immediately after installing the operator, so they can now make use of the new functionality it provides.

      Background

      • This is a spun off effort originating from the exploration of guiding users (in this case admin) to the UIs that operators enable (PD-827).

      Outcome - definition of done

      • Incorporate feedback from Exploration story (PD-827)
      • Review design at feedback sessions with customers and internal customers
      • Review with all relevant stakeholders
      • Post design to public-facing github
