Add the ability to create a tarball containing graph-data yamls required for 

graph-builder in Cincinnati. 

Graph-builder should be able to serve these yaml tarball through a new endpoint `/graph-data`

Definition of Done: 

1. Graph-data yamls tar is served through graph-builder
2. graph-data yamls should not contain unnecessary test/script files . It should contain the
3. The endpoint should be on a separate port then graph-builder graph (as all endpoints on port will be exposed)

What is not covered in this ticket:

1. Changes in prod deployment that'll make graph-data endpoint visible to the world
