After graph-builder is able to serve the graph-data tar ball, we need to expose the endpoint so that it can be utilized by users. 

The endpoint should be on separate port because all the endpoints on that port will be exposed. 

We might have to work with app-sre to get this done on cincinnati prod as route configuration is controlled by app-sre. Though we can edit it through app-interface on gitlab.

Definition of Done: 

1. Create a service to expose the port.
