Cincinnati exposes `graph-data` endpoint that is used to serve the graph-data tarball. 

The cincinnati operator should expose this endpoint on the same domain as the existing endpoints 

Definition of Done: 

1. Graph-data endpoint is exposed by cincinnati operator and same route as other endpoints.
