Investigate openshift-ci prow and compare it with maistra prow

This is related to reduce our infra cost and find an alternative of managing community maistra ci prow instance. If we can use openshift-ci prow instance, we may have a migration plan to run maistra PR check automation on their prow instance.

Acceptance criteria:

Compare openshift-ci prow features and configuration with maistra one (done)
Discuss PoC finding and migration chanlleges (done)
Follow Openshift CI doc [1] and create PRs for enabling maistra repos in openshift/release repo
Migrate existing maistra prow jobs into Openshift CI prow and their CI operator config
