This is a sub task of OSSM-1620. Because there is an open question about how to set up envoy remote cache on Openshift CI.

Acceptance ideas:

• Have an understanding of Bazel remote caching.
• Find a way of migrating that from maistra prow to openshift ci.
  And then migrate the maistra/envoy, maistra/proxy repo jobs
• Investigate and ask openshift ci operator team about running privilege pod
