Investigate OpenShift HIVE for creating maistra CI dedicated cluster-pool

This task is related to the migration of maistra CI from maistra prow to OpenShift CI prow instances.

By default, project teams are running CI jobs on OpenShift testplatform default cluster.
Maistra envoy and proxy jobs require a large amount of CPU resources and build cache if a dedicated cluster is available.

• Discuss with dev and qe manager if we have an existing account
• Create a PR in openshift/release repo for creating maistra cluster-pool
