Description

When running the console on the hub, k8s API calls will be routed to the target cluster. However user preferences require the console service account to initialize the user settings configmap. As such, this workflow will no longer function in the hybrid console environment.

Acceptance Criteria

1. user settings should persist across reloads
2. console should not error out

Additional Details:

Ideally we'd like to continue to store user preferences in the cluster and not local storage.

It would make sense to store the user preferences for the hub console in the hub itself instead of on each spoke cluster.

In doing so there are some namespace scoped user settings that need to be made multi cluster aware. One such user settings is the saved topology layout.
