Some namespace scoped user settings beed to be made multi cluster aware.

eg `devconsole.topology.layout` => `devconsole.topology.layout.<cluster>`

By appending the cluster to the key, we can support multiple clusters.

We must maintain compatibility with the existing settings for single cluster. If there is only one cluster or it is the hub cluster, we can omit the cluster property in the key.
