Make the multiRegion version of the cluster list as the default

      This story is to change the routing so the cluster list will use the multiRegion enabled version of the code including cluster actions.

       

      Technical work includes:

      • Change routing so cluster list route always goes to multiregion version of the cluster list regardless of multiRegion feature gate value
      • Remove/archive old unused cluster actions code (if cluster details is done and production)
