As GA approaches, the url flag will be removed so users who have the feature gate enabled will automatically be brought to the multi-region version of cluster details, cluster list, and ROSA wizard. 

This is to enable GA for all users with a feature gate change only.  

In addition, for the Cluster List and Cluster Details, there is the feature gate to enable which component is loaded based on feature gate.  Right now while the feature gate information is being fetched - the browser will start to load one version of the cluster list or cluster details (the old version).  This means that the component will start to load data the old way before the call to get the feature gate finishes.

Ast part of this story, set up the router file so neither versions of the cluster list or cluster details components are loaded until a response from the feature gate has completed (aka while the feature gate value is 'undefined')
