[OCM-UI] Archive cluster list does not remember selected cluster types when browser refresh is clicked between navigation

      1. Go to the cluster archived list
      2. Select one or more cluster types
      3. Verify the list is filtered and that the cluster-type bubbles are shown.
      4. Verify the selected plans are now in the URL
      5. Click on the Show Active Clusters link
      6. Immediately, click on View cluster archives link from the cluster list region page
      7. Click on the browser refresh button.

      Expected Result
      The list continues to be filtered and the cluster-type bubbles are shown.

      Actual Result:
      the list is unfiltered and the cluster-type bubbles are now shown
