We would like to add an Alert component at the top of Cluster's details page presenting the cards found at the 'Featured Products' & 'Recommended Operators' section at the bottom of the Overview page. We should also add the same Drawer functionality used there for the cards. Overview page on stage

The components for the cards found inside the alert component itself were already created on OCMUI-1826 (ProductCard, DrawerPanel, DrawerPanelContent, etc...)

The Alert should present different messages appropriate to the state of the cluster.

Alert Messages:

1. actionRequired:
title: Action is required in order to continue cluster creation.
description: Please address the issue before considering recommended operators.
2. installing: 
title: Your cluster is being created. It typically takes 30-60 minutes to complete.
description: While you wait, learn how to optimize your cluster with Operators. You can go to other pages, just come back here to check on your cluster.
3. error: 
title: Your cluster encountered an error during creation.
description: Please address the issue before considering recommended operators.
4. hibernating:
title: Your cluster is currently hibernating.
description: Please wake the cluster before considering recommended operators.
5. ready:
title: Optimize your cluster with operators.
description: Check out our recommended operators for you, or view all operators in the console. (console should be a link directing to the cluster's console. Same as the 'console' button at the top of the page)
