Platform agnostic (multi-architecture) tile for OpenShift create cluster page

      As a user of OpenShift, I would like a multi-architecture-specific platform-agnostic tile for the OpenShift create cluster page: Platform agnostic (multi-architecture).

      Currently, we have a platform-agnostic tile labeled x86_64 only Platform agnostic (x86_64)
      This is available on both the Data Center and Cloud tabs.

      If you're installing with the assisted installer, this is confusing because the assisted installer allows you to specify the multi-payload by selecting a release with the "multi" suffix (or any release architecture you want, for that matter).

      However, the agent-based and manual tiles for those links force you to download x86-specific payloads. For this reason, we should add a Platform agnostic (multi-architecture) tile to both the Cloud and Data Center tabs that defaults the user downloads to the multi-payload.

      NOTE
      We do have an entry for Baremetal (multi-architecture), but that is confusing since platform type bare metal usually refers to bare metal IPI, which is not a cloud environment. Secondly, the naming for Baremetal IPI is usually, Bare Metal (arch), and they're supposed to be in the Data Center tab.

      It seems to me like what happened here is that a tile was created to support the multi-payload for bare metal IPI, and folks confused it as the option for a general multi-payload installer.
