If ~~NE-1290~~ designed a way to customize a SMCP when the cluster-ingress-operator creates it, then this story is to implement it. Implement the design as it is in written in the EP, most likely covered with https://github.com/openshift/enhancements/blob/master/enhancements/ingress/gateway-api-with-cluster-ingress-operator.md#do-we-need-a-new-config-object--how-can-the-cluster-admin-configure-ossm

The outcome of this story is actual code/PR that allow users add customizations to the SMCP the cluster-ingress-operator creates.
