Use case: as an OpenShift cluster admin, I want to be able to enable Gateway API without interfering with an existing OSSM installation.

Installing GW API CRDs and SMCP changes should not break service mesh.  Conversely, installing service mesh after GAteway API is installed should not break gateway api.

Acceptance criteria: Decide on implementing a solution for integrating an existing OSSM control plane with the GWAPI feature. The decision should help us determine when (now or GA) is the best time to implement, if at all.

Document this in the EP: https://github.com/openshift/enhancements/pull/1303 in the open question section pertaining to this question.
