      Use case: as an OpenShift cluster admin, I want to be able to enable Gateway API without interfering with an existing OSSM installation.

      Installing GW API CRDs and SMCP changes should not break service mesh.  Conversely, installing service mesh after GAteway API is installed should not break gateway api. 

      Acceptance criteria: Decide on implementing a solution for integrating an existing OSSM control plane with the GWAPI feature.
