We need to test some cases where we're running multiple control planes, one of which being a Gateway API instance.

Example Cases:

• Gateway API instance is already installed and reconciling Gateway API resources and some Istio resources. Now a mesh instance is installed in another namespace which reconciles some Istio resources and manages traffic for a sample service.
• Mesh instance is already installed which reconciles some Istio resources and manages traffic for a sample service. Now a a Gateway API instance is installed and configured to reconcie Gateway API resources and some Istio resources.
