[Rosa Wizard] Step 1: update 'no user-role' & 'no ocm-role' error alerts

      With the addition of HAC-2244, particularly the removal of all non-assoicate aws account information; it is time to update the inline 'no ocm-role' and 'no user-role' error alerts to match the latest content:

      Should be changed to something like:

      • After this change, the individual modals that were previously being used can be removed from the codebase:
