[Tracker] Remove programmatic skips from T2 network lanes

      We need to remove all programmatic skips from tests/network.

      Current skips:

      ehaas1@redhat.com we need to remove programmatic skips from openshift-virtualization-tests. Instead, use appropriate markers - e.g. bond for tests requiring bond. All network tests probably needs multi-nic, so such skips should be totally removed. I am already handling sno/one node related skips.

      Please feel free to create tasks for devops to create/update test jobs.
