Feature title: Publish 3.3 Customer Facing Package Index in PULP and corresponding base images to registry.redhat.io
Feature Overview:
This ticket is to track the publishing of customer facing package index and base images for RHOAI 3.3 with updated versioned variants.

Goals:
- We should have URLs to indexes hosted on PULP for 3.3 release with new versioned variants as part of URL.
- Base images are configured to use new 3.3 index
- New base images are released on registry.redhat.io

The variants supported will be:
1. cpu-ubi9 (aarch64, ppc64le, s390x, x86_64)
2. cuda13.0-ubi9 (aarch64, x86_64)
3. rocm6.4-ubi9 (x86_64)
