Feature title:  Publish 3.4 Customer Facing Package Index in PULP and corresponding base images to registry.redhat.io

Feature Overview:
This ticket is to track the publishing of customer facing package index and base images for RHOAI 3.4 with updated versioned variants.

Goals:

• We should have URLs to indexes hosted on PULP for 3.4-EA1 release with new versioned variants as part of URL.
• Base images are configured to use new 3.4-EA1 index
• New base images are released on registry.redhat.io

Done - Acceptance Criteria:
The variants supported will be:
1. cpu-ubi9 (aarch64, ppc64le, s390x, x86_64)
2. cuda13.0-ubi9 (aarch64, x86_64), cuda12.9-ubi9 (aarch64, x86_64)
3. rocm6.4-ubi9 (x86_64)

1. torch 2.9.1
2. vllm 0.14.1
3. triton 3.5.1
4. llm-compressor[CUDA-X86/aarch64] 0.9.0.2
