      Feature title:  Publish 3.2 Customer Facing Package Index in PULP and corresponding base images to registry.redhat.io

      Feature Overview:
      This ticket is to track the publishing of customer facing package index and base images for RHOAI 3.2 with updated versioned variants.

      RHOAI: : yes

      Goals:

      • We should have URLs to indexes hosted on PULP for 3.2 release with new versioned variants as part of URL.
      • Base images are configuered to use new 3.2 index
      • New base images are released on registry.redhat.io

      Requirements:
      The variants supported will be:
      1. cpu-ubi9 (aarch64, ppc64le, s390x, x86_64)
      2. cuda12.9-ubi9 (aarch64, x86_64)
      3. rocm7.0-ubi9 (x86_64)

      These should be part of URL

      Note that base images and builder images are out of sync as far as naming is concerned for variants.

      Done - Acceptance Criteria:
      The URLs to 3.2 index should be available for customers
