In 4.13, a field was added to the install-config to use a user-managed external loadbalancer in either the vsphere or baremetal platforms. This should be passed through from the agent-based installer to assisted-service, using install-config overrides if necessary.
This feature is currently TechPreview, so to use it we'll also require featureSet support (AGENT-554)
