As part of [IaC|https://docs.google.com/presentation/d/1vFfZ2-IGQzLvzRFdhHOmSy5od4N10GAIShMHl3rteJQ/edit] we would like to [introduce|https://github.com/openshift/installer/pull/7648] support to have user managed networking set for the Vsphere cluster.

We have ansible playbooks which helps to set up UPI for VMware, we recently decided to use agent based installer, as it simplify the work for us. We could be able to use `none` platform, but we would need to setup vsphere platform as day 2. With proposed solution we would not have to setup vsphere platform as day 2 and it would be done as part of installation process.
