We introduced UPSTREAM: <carry>: only chown if non-windows machine to work around RunAsUser being applied to Windows Pods by an admission controller which resulted in chown being executed in the host using a user that is only present in the context of the running container. With the introduction of os field in the Pod we should be able to workaround this by updating the admission controller if it has not been updated yet. This will allow us to drop the carry.
