As a user of Component Readiness I want to be able to view and modify triage details.

The UI should provide the ability to

• Update existing fields (triage type, jira link, resolution date, description)
• Remove all but the last remaining regression reference
• Delete the triaged record

We do not necessarily need to be able to add new regressions to the triage from this page, that could be handled from the regressed tests modal and test details pages, which support this already today. This is good enough for now.

The edit functionality will be the same as in TRT-2045 and only enabled in the sippy-auth deployment. CapabilitiesContext can be used to toggle the edit functionality so it is only present in the UI for the auth deployment.

We need to link to this separate page from the Regressed Tests Triage tab, and the upcoming list all Triages in TRT-2114. Using a separate page allows for linking someone easily to the details for a specific Triage. When editing actions to Save and Cancel should be available.

When the user selects Save the data will be sent to the backend api and persisted.  The UI should refresh data at this point.

Within the Regressed Tests Triage tab we want to add a column showing the last comment / modified date to indicate when the last interaction with the Jira occurred.

When this story is complete an authenticated user will be able to 

• Update an existing Triaged Regression record
• Delete an existing Triaged Regression record
