Create Regressed Test(s) Association to Jira Bug

      As a user of Component Readiness I want to be able to select one or more Untriaged Regressions from the Modal Regression Dialog and create an association to an existing Jira bug.  

      Once a regression has been triaged to associate it with a Jira: 

      • That test will show the triaged icon indicating the issue is being tracked in Jira
      • The test will show in the Triaged Incidents tab of the Modal Regression Dialog
        • Consider renaming the tab to Triaged Tests

      The edit functionality will only be enabled in the sippy-auth deployment. CapabilitiesContext can be used to toggle the edit functionality so it is only present in the UI for the auth deployment.

      Toggling the edit functionality within the UnTriaged Regressions Tab will show an additional column with check boxes (other designs may be considered), and Add Jira action as well as a Cancel action.

      Selecting one or more untriaged regressed tests and selecting the Add Jira action will produce another dialog to collect the Jira URL and a Short Description.  This dialog should have Save and Cancel actions

      • We want something to display in the UI, it could be the Jira Title or for starters a stand along description to associated with the record.

      When the user selects Save the data will be sent to the backend api and persisted.  The UI should refresh data at this point and could consider changing to the Triaged Incidents (Tests) Tab?.

      Within the Triaged Incident Tab we want to add a column showing the last comment / modified date to indicate when the last interaction with the Jira occurred.

      Selecting any cancel action during the process will close the active dialog and return to the previous view.

      When this story is complete an authenticated user will be able to 

      • Create a link from an untriaged regression to an existing Jira 
      • Show the triaged icon for the newly triaged regression
      • Show the triaged test in the Triaged tab

      Modifying / Deleting existing triaged regressions is outside the scope of this story.
