In drop downs shouldn't be blank option

    Description

      There are multiple places when drop downs have blank option which can be saved.
      1. /buyers/account_plans - default account plan can be blank
      2. /apiconfig/services/service_id/application_plans - default application plan can be blank
      3. /apiconfig/services/service_id/usage_rules - default service plan can be blank
      4. /apiconfig/services/service_id/applications/app_id - change plan can be blank
