Selecting blank default account plan, blocks creating new accounts

      1. Go to UI -> /buyers/account_plans and choose as a default plan blank option
      2. Go to Audience->Accounts->Listing or /buyers/accounts/new and try to add new user

      It should create new user but currently nothing happens only password field is blank

    Description

      If you choose blank option in UI default plan in -> /buyers/account_plans, it blocks create new users. No message or notification is displayed, only logs show transaction cannot be completed.
