[aws][local-zone] create CI test to install a cluster in existing Local Zone subnet (Phase I)

      Goal:

      Create a CI job to:

      • Create VPCs based on the existing CloudFormation templates available on  [1]
      • Create the Local Zone subnet using CloudFormation template  [2] 
      • Create the install-config.yaml based on the instructions provided on the Epic SPLAT-635
      • Create the cluster. Job reference[3] 
      • Wait for all COs are ready
      • Check if Machine was created on the Local Zone subnet
      • Destroy the cluster
