*USER STORY:*

As a developer, I want access clusters in IBM Cloud so that prow jobs can be scheduled and cluster bot can deploy/access clusters.

*DESCRIPTION:*

Clusters are created and deployed in a private vlan in the IBM Cloud along with the build cluster.  Prow, clusterbot, and users require access to these clusters.   

*Required:*

Explore possible solutions.  Solutions must meet the following criteria:

• VPN should not be required to access clusters
• Only cluster api (port 6443) and *.apps (port 443) endpoints should be available
• DNS A records for clusters should be public and point to a publicly accessible endpoint
